Linux 4.20 enables OTG. When OTG mode starts the configuration script needs to run. To enable networking over USB also `ip` needs to 'power on' the usb0 when it appears after some seconds delay. A seperate udev rule for this is much more reliable. Signed-off-by:Ferry Toth <ftoth@exalondelft.nl>
