queue status publication

Add a status message that provides information about each of the message_queue_node's queues.

CoExploration uses this to monitor how full the queues are and determine when to send more data.

This branch includes the changes from !31 (merged); let me know if you want this set of changes but not the config refactor, and I'll make a new branch + merge request.
