Changed PingTransponders timeout back to seconds. Updated acomms_driver_node.py to be identical to devel except in handle_ping_transponders, the timeout in the CCPDT NMEA string is casted to an int after being converted to milliseconds because the micromdeom cannot parse the CCPDT as is because of the decimal place in the floating point timeout
